Phase 4: Innovate

In the Innovate phase, we focus on shaping Noble’s future by developing a land use map and plan that align with the community’s vision and goals. Working closely with City staff, the Steering Committee, key stakeholders, and the public, we’ll explore various development possibilities and refine them into a plan that balances land use, infrastructure needs, and financial considerations. The final outcome will be a Preferred Land Use Map and a supporting framework that acts as a roadmap for Noble’s future growth, development, and investment.

How Can I Participate in Phase 4?

  • Community Workshop #3: Shaping Noble’s Future – Thank you to everyone who joined us at the in-person event on April 22 or completed the online Workshop Activity! Community feedback from both formats helped us understand preferences for development patterns, neighborhood character, and future land use priorities. You can view the FLUM Activity Summary Report in the Document & Resource Center.
  • Focus Groups – Thank you to everyone who participated in the Land Use Focus Group workshop earlier this spring. This small group discussion provided valuable insight into development tradeoffs and directly informed the growth scenarios and Draft Preferred Land Use Map. The focus group portion of the process is now complete.
  • Engagement Platform – If you haven’t already, make an account on the engagement platform to access activities, receive event reminders, view project materials, and leave feedback online.

What’s Happening in Phase 4

  • ✅ Initial Future Land Use Map (FLUM) Concept – We drafted preliminary ideas for how and where Noble could grow, using input from previous phases and technical analysis.
  • ✅ Land Use Workshops – City staff, the Steering Committee, and a dedicated Land Use Focus Group explored key tradeoffs, reviewed draft maps, and refined the direction for future growth.
  • Alternative Growth and Development Scenarios – Two distinct growth scenarios were created to present different options for how Noble might develop over time.
  • Review of Development Scenarios – City staff and the Steering Committee evaluated the scenarios based on community input, infrastructure capacity, and alignment with long-term goals.
  • Community Workshop #3 & Online Activity – Participants helped shape the future of land use in Noble by sharing input on development styles, rural preservation, and neighborhood character.
  • FLUM Activity Summary Completed – Community feedback was summarized into a public report, now available in the Document & Resource Center.
  • Draft Preferred Land Use Map Reviewed – A draft Preferred Scenario was developed and reviewed by City staff and the Steering Committee.
  • Final Preferred Land Use Map Completed – The Preferred Land Use Map and supporting framework have been finalized and will guide future land use and growth decisions in Noble.
