What is a Comprehensive Plan?
A Comprehensive Plan is a roadmap for future development that helps City Officials make decisions about land use, policies, and projects. It outlines the community’s goals, assesses current conditions and trends, and paints a picture of the desired physical, social, and economic future of the community. The Plan also includes action steps to ensure that future growth aligns with the community’s established vision and goals.

Why Do We Plan?
A well-planned community promotes harmony between land use, transportation systems, public services, and the overall community vision. By planning effectively, Noble can ensure that development occurs where, when, and how the community wants it to. Due to the important nature of comprehensive planning, the State of Oklahoma has established laws that allow municipalities to have the power to regulate land use; however, that power exists only if such regulations are based on an adopted comprehensive plan (Oklahoma Revised State Statutes Section 11-43-103).
Who is Involved?
The planning process is guided by a Steering Committee (SC), appointed by City Staff. The planning process includes a robust public engagement component to gather input about the future of Noble from residents, business owners, property owners, and other stakeholders in the community. The goal is to connect with as many community members as possible so that Noble's future accurately reflects those who live and work here. Community engagement strengthens Noble by empowering community members to continuously shape Noble for the better, for many years to come.
How Will the Plan Be Used?
The Comprehensive Plan will primarily be a tool to help the City Council, the Planning and Zoning Commission, and City Staff make informed decisions. It provides recommendations based on public input and planning best practices, guiding public and private investment, zoning changes, and new policies. The Plan’s vision and strategy framework will direct not only the City’s efforts but also those of stakeholders involved in shaping Noble’s future. It will help coordinate city ordinances, investments, and community efforts to ensure a clear path to achieving the community’s goals. Additionally, the Plan can be used to secure grants and funding and to promote the community’s unique strengths and assets.

How Often Should the Plan Be Updated?
The Comprehensive Plan guides growth and development through 2050. It should be reviewed quarterly to track progress and ensure collaboration among all parties responsible for implementation. As a living document, it should be updated every 5 to 7 years to stay aligned with community changes. As Noble evolves, the plan must evolve too, and a new Comprehensive Plan should be developed near 2050.
