Thank you for posting; this is a very interesting idea! I wasn't able to find any examples of mandatory residential storm shelters, but I did find that Moore did something similar after the 2013 F5 storm.
In 2014, Moore adopted residential building codes requiring that new homes have hurricane clips, foundation bolts, more durable garage doors, etc. to withstand an EF2 tornado. A few years later, researchers at OU conducted a study on how this affected housing affordability and surprisingly found that, at that time, the more restrictive codes had not affected price per square foot, home sales, or new building permits despite increasing building costs. Notably, however, this study is about 7 years old now, and Noble is very different from Moore, so pursuing something like this would require further investigation.

Mandatory Storm Shelter New Construction

The City Building Codes need to be updated to include MANDATORY storm shelters to be installed in new construction. We could start it out as residential & maybe look @ businesses, government buildings, etc.
For housing, the cost would overall be negligible to the homeowners compared to loss of life & the danger of driving somewhere else during Tornado Warnings / Imminent. A deeper consideration & planning would have to be had on businesses, schools, apartments, industrial, etc.

Diving deeper, there was a AP story in of all things, a fairly liberal news agency which spoke about several areas in MO (Joplin), but it passed well short of residential. I did find a couple w/ KS taking the lead. There are are few more I dug up but basically, all follow the International Building Code recommendations.
Why not take the lead here in Oklahoma? Moore I believe passed the new construction shelter mandate for schools. Those same kids live @ home & should be afforded protection @ home too as well as all our residents. Noble government could stand out as a leader to follow in this endeavor & lead from the front.
