Thank you for posting this comment, Dixie! This is an interesting case. One reason that we don't have any community storm shelters is because it can actually create more danger than staying at home during a storm. If a storm/tornado hits Noble and you have people on the road trying to reach a community shelter, you can put more people at risk due to traffic congestions and being outside during a storm even though they're on their way to a shelter. Many cities have actually closed their storm shelters because of this liability.

Currently there are no safe shelter for tornado and severe weather. Given that city has a large population of seniors there is apparently no safe areas for citizens to seek shelter. Given there is no safety shelter there does not appear to be any plan to ensure follow up on citizens after storms. The emergency management plan needs to be revised to ensure the safety and welfare of all citizens particularly with the growth of the city.
